City of Lucerne stands by its subsidy agreements

The funding instrument of subsidy contracts has proven its worth in the promotion of culture and sport, writes the City of Lucerne. In view of the positive experiences, the contributions will continue to be paid on a multi-year basis and based on contractual agreements.

According to the city's press release, subsidy agreements create reliability and planning security for the city of Lucerne and for the institutions. Due to the introduction of a new accounting model in 2019, the last subsidy period lasted from 2016 to 2018. From January 1, 2019, the subsidy contracts will again be concluded for four years, until December 31, 2022.

The content of the contracts in the areas of culture and sport is based on the previous agreements. The contract with the Netzwerk Neubad association is new. As it is currently foreseeable that this interim use will last at least another five years, the city council has undertaken a reassessment. According to the city, the Neubad has developed into a unique cultural center that appeals to a wide range of people and has become a pleasantly lively focal point in the Neustadt district. In order to secure the offer for the next five years, a contractually agreed contribution will be paid in future. The user loan and subsidy agreement for this interim use will be coordinated and concluded for five years.

On October 17, 2018, the City Council renewed subsidy agreements with the following institutions: Lucerne Glacier Garden Foundation, Lucerne Exhibition Space Association (Kunsthalle Luzern), Lucerne Blues Session Association (Blue Balls Festival), World Band Festival Foundation, Lucerne Blues Festival Association, Lucerne Athletics Association, Lucerne Regatta Association, SwissCityMarathon Association and Lucerne City Run Association.

In accordance with current practice, the contracts with the Fumetto Lucerne association, the Kleintheater Luzern foundation and the Neubad network association are the responsibility of the Grand City Council due to the amounts under discussion and will be submitted to Parliament for the meeting on December 20, 2018.

Due to the currently pending changes and the personnel and conceptual developments at Verein Südpol, it has not yet been possible to finalize the loan and subsidy agreement. The City Council will submit a separate report and proposal for this in the near future.
