Senar is to be established as a cultural center that can appeal to different target groups. As the owner, the canton will ensure the renovation and maintenance of the property and use the villa itself for smaller events or make it available to event organizers. The actual cultural events are to be organized by the Serge Rachmaninoff Foundation. The Government Council is asking the Cantonal Council to approve a special loan of CHF 15.45 million for the purchase.

Large events such as festivals or musical performances that require a lot of space and a large audience are not suitable for the Villa Senar, according to the canton's statement. The aim is to use it for educational purposes (music, architecture, history), talent promotion, performances and tourism. Catering events for private individuals and the public sector with a cultural program are also possible. A variety of local, regional and international collaborations are possible for the cultural offerings.
